Getting To Outcomes™, The Logic of Contracting With Preventive Programs and Driving With Data

Apter & O’Connor was contracted by SUNY Albany Professional Development Program (PDP) for all three of these statewide projects designed to improve program planning, promote accountability and develop a capacity for evaluation.  Training and individualized follow-up technical assistance to county social service departments, children’s services and preventive service providers was provided by the A&O team in collaboration with PDP.  These trainings and TA sessions were designed to help counties and agencies better serve their clients while adapting to the current climate in Child Welfare of results based interventions.  Administrators, directors, managers, supervisors and community advocates are increasingly being asked to use data to inform decisions about community needs and interventions and to demonstrate the impact of their programs. Apter & O’Connor offered skill building, tools and support to improve participants’ abilities to:

  • Conduct Needs Assessment for their communities and target populations
  • Design Continuous Quality Improvement (CQI) systems
  • Develop measureable outcomes and indicators
  • Design data collection tools and systems
  • Use data to monitor progress toward intended outcomes or indicators

Through-out 2011 and early 2012, we traveled across the New York State providing this training and technical assistance to county DSS and their Children’s Preventive Service providers.

Upon completion of the technical assistance, A&O conducted an internal evaluation using surveys and interviews to determine the impact on quality, efficiency, and effectiveness for the Department of Child and Family Services and contracted agencies who participated in training and/or technical assistance.
