The Addison Central School District is comprised of rural communities in New York State’s southern Tier. Following our successful work on their Early Reading First project, the District selected Apter & O’Connor to conduct the evaluation of the federally funded IAL Read to Learn Projects. A&O is using both quantitative and qualitative analysis with observations, interviews, surveys and student performance data to determine progress toward goals and ultimate impact of the project. Addison is one of 46 school districts in the county to be granted this federal Department of Education multi-year grant. It is designed to promote early literacy for young children, motivate students to read and increase student achievement through the use of school libraries, book distribution to families and high quality literacy activities.
Read To Learn served children in PreK through grade three, including Head Start in their first cycle. To-date, the evaluation has demonstrated that the professional development activities have enhanced teacher’s skills for literacy instruction and the new library collections and supports have strengthened classroom reading instruction. Recently refunded for a 2nd cycle, the project has expanded its scope to serve children before school entry through Grade 6.
